Is God partial or do we create our destiny?

It is not, He is partial. It’s, He is reciprocating with the affection of His devotee. He is reciprocating. Here is how Prabhupada explains it. Hiranyakashipu saw the Lord as his enemy. So the Lord said “Oh! you wish Me to be your enemy? Very well, I will be your enemy”. And Prahalad said “I wish You to be my Lord”, “Oh! you wish Me to be your Lord? Very well, I will be your Lord”. He is simply reciprocating. Prapadyante –
ye yathā māṁ prapadyante
tāṁs tathaiva bhajāmy aham
It’s interesting! Bhajamy – as they Bhajamy, as they worship Krsna, as they have regard for Krsna, Krsna reciprocates how someone regards Him. He is the desire tree. He appears to be partial to His devotee. ‘Bhakta vatsala’ – that is one of His outstanding qualities. The outstanding quality of the Lord, ‘bhakta vatsala’. He is very kind to His devotee. Just reciprocation with what’s in the heart of the devotee. So, there is another nice sentence in here, but I’ll find it. Proportionate to, or in keeping with, how we have regard for the Supreme Lord, that’s how He reciprocates with us. It’s in our hand, whether we go back to Godhead, or we loiter here for a while. It’s in our hand.
